Short Description: Creates a Quality Assurance Board, provides that the IDPH is responsible for enforcing mobile home setup standards, requires that a mobile home manufacturer be licensed to sell a mobile home that is to be installed in this State and a licensed installer must supervise the installation of a mobile home.

HB681 started first in the house of representatives MHOAI found out and discussed with Representative Novak that the house sponsors were adding amendments that MHOAI would not agree with, including the licensed installer would not have to be on the site of the set-up. The amendments were added anyway.
Meanwhile on the senate side, SB571, was called in the Licensed Activities Committee and after many discussions which included committee members one on one, and the committee as a whole, explaining why MHOAI disagreed with the house admentments, the bill passed the senate committee without the amendments. We would like to take the time to thank the committe members and Senator Watson for their role in helping the home owners.
With both bills out of committee MHOAI members will remember we advised our membership to be ready to make calls in case the house bill would look like the one to pass on to the governors desk.
Once both bills passed committees interested parties which included, but not limited to, MHOAI, Senator Watson, Senator Dudyz, Representative Novak, Pat Metz of IDPH, and IMHA president Roger Huddleston met to discuss a compromise. One was made, which included that the licensed installers must be on site. Originally the Quality Assurance Board would be advised when to meet by the IDPH, but is now changed to the Governors office.
The bill is now on the Governors desk waiting for his signature.
