SB70: From Bill to Law

In SpringfieldMHOAI, along with Springfield residents, visited the state capitol during the week of January 24 to meet with Senators and Representatives regarding Senate Bill 70 and other concerns. Residents are always invited to meet with their elected officials. Contact mhoai1@aol.com for more information on when MHOAI will be in Springfield. We would be happy to have you join us!

Senate Bill 70 is still in the House Executive Committee, and we anticipate Representative Ralph Capparelli will take action soon. If Caparelli does rewrite any language that is not in the home owners' best interst, Sen. Chris Radogno, along with other supporters, will be waiting to represent our best interests.

With the help of our sponsors we hope to get it passed with a vote as impressive as last year's 57 to 2 result in the Senate. We will get our board members to Springfield as much as possible where they can meet with your legislators. We will also meet with them at their district offices. You need to join us as we continue to call and write our Senators and Representatives. MHOAI returned to Springfield again during the week of January 24 to update legislators on your concerns. Call Now – We will be heard!

We still need to get SB 70 (Click here to download a copy) to the floor of the House of Representatives. That means we need you to continue calling Speaker Madigan, (773) 581-8000. Rep. Ralph Capparelli, a member of the House Executive Committee, has had long time relations with, and received almost $30,000 from, an IMHA board member (landlords association). Capparelli continues to stand between us and SB70 even though he does not have manufactured home communities in his district. Click here to read the Chicago Tribune article about his partnership. We feel there is a conflict of interest with this committee. We need to get our bill in another committee, such as State Goverment or Consumer Protection. Speaker Michael Madigan decides what committee our bill goes to.

What happened to our bill last year? Good Question. When Speaker Madigan last contacted our board members we were told that his office and Ralph Capparelli were working on a compromise. Our bill is already a fair bill for the home owners and the landlords. If the landlord is not breaking any laws, he or she will not have to worry about a bill that would help protect the residents in the community. This is one reason SB70 received so much support from our elected officals.

We are waiting to see if hear hear more, and if so, what would be considered a compromise for passing this bill. We will keep you informed.
